When the changes were made to spawns you removed lower tier monsters from advancing spawn once you progressed to the next level. This was an accurate change however the lower level monsters aren't supposed to act towards the spawn total (amount of monsters that can spawn at once) once you reach the new level. If you watch the same video I used to show how Angels were acting strange at the time stamp right before it hits level 4. As soon as it turns level 4 after killing 1 monsters all lvl 4 monsters spawn at the same second.

The spawn radius is still inaccurate.
I noticed 3rd tier from this video
around 13:30, is too far in on Demise. You can also just watch when the light levels change throughout the video.
