I'm not sure what you mean by shoprunes but there is a runebook library in the first house just east out of luna with runes to the various shopkeepers
How long is the decay time of items lying on the floor ?
I believe it is 1 hour except in heartwood because people would drop items on the ground there to grief people
Is the skillgain on Demise accelerated ?
Yes it's accelerated everywhere, so no extra bonus for dungeon or anything like that
I wonder how fast my Mining and Blacksmith is raising

Do sturdy shovels have a bonus in finding gems ?
I didn´t find a gem with shovels from Tinker-Npc,but some with shovel from bod reward.
No, sturdy shovels just have higher durability. Also keep in mind that you need 100 mining to start getting gems
