Currently in OSI there is no such penalty, but I do not know if it was in the ML ERA.

Interesting enough this publish says that there is currently a penalty and it has "increased".

I use composite in OSI, i never see penality in my bar. Probably in ML Era yes.

On demise you can overcap hci to negate the penalty, but yeah on osi it's always been like that. They may not update the status bar but you can see something on the tooltip for bufficons
