looks to me he has the inquisitor spawn time and is planning to steal them!

The general rule for blocking with items in fel is that there needs to be at least one tile open for someone to walk through. I think since it is in tram it could be considered griefing which isnt allowed. But I'm not sure if the rules are the same on Demise as everywhere else because there's much more egregious rules being broken that go unpunished.

Yeah, that's why you have to leave at least one tile open. Also, notice "harrassment" is listed as well under Trammel rules which can be open to interpretation as it's a pretty vague term.
