Relatively rare I'd say, probably worth something, a few hundread K's at most to someone who wants it probably.

I've seen quite a few of them around, I don't think they actually spawn, but I don't think it's an item that a lot a people are looking to own.

it was originally supposed to be named "Get out of Jail Free" I think from 2011 or earlier. Every single red character on the server received 3-4 of these in their backpack when they wiped the server's murder counts.
