UOG: Demise

I am thinking about coming back and trying to play this game again; however, I refuse to play at 15fps. Is there any way to run a client that runs smoother than 15fps?

I'm trying to send PM's to people, but they just go to the outbox and sit there. They don't move to the sent folder, so I'm assuming they are not sending. Do they only become sent when the user comes online or are they not going through for some other reason? I've posted 5 times because someone told...
