You can actually drop it yourself. First, fill up your pack to 125/125 items (one way to do this is unstacking a stack of gold). Then, lift the quest item and hold it in your cursor. Now being at 124/125 items, you will need a way to fill your pack back up to 125 items, for example by casting Create...

Who's your target? Does your target have enough defensive skill for you to fail to hit sometimes? (Otherwise you stop gaining.)

I hate to say this to a player who has obviously chosen UOSteam as their UO assistant, but have you tried using Razor?

If you're sticking with UOSteam you could try using a new profile or using a different client version. These are just guesses, though.
