Balanced Property on Loot

I think that the balanced property is not able to be spawned on loot from monsters. It can only be achieved by runic crafting. Is this the intention or a bug ?

I think it became a loot property after Mondain’s legacy

According to any uoguide revision prior to 2015 it could only be crafted on bows. Doesn't say anything about loot.

"This property can only be crafted on bows crafted with an Oak, Ash, Yew, or Heartwood Runic Fletcher's Tools" - quote from the 2007 version.
They're saying it's only on crafted bows.
