Hello, I am wondering about this Staff of the Magi and whether my character with GM Magery and GM Tactics would be able to perform the Whirlwind Attack and Paralyzing Blow
Do mage weapons check magery level for weapon ability requirements and if not, why not? What possible reason could there be for a Mage Weapon -0 to even have weapon specials attached to it? Are there really going to be any templates that use say 120 Magery for the offence/defence rolls but still dedicate 70 or 90 points to macing for the specials?
I would consider putting 70 tactics on my Mage if it will unlock whirlwind but I'm not going to bother doing macing as well...

No have to have minimum weapon skill. Same goes with evasion.
The idea of the mage weapon is similar to the defensive wrestling from eval+anat, it’s just used primarily as a defensive tool in order to gain skill points in other areas.
