i think it *could* cost 3kk, but realistically you'll never find a buyer unless you price it at like 300k, and someone buys it figuring it *could* be worth 3kk 
you *could* make it fit, but it's not good enough for people to bother
it's *possible* someone has built a sampire suit deliberately keeping jewelry slots free, then got everything they *needed* on the ring, and figures +36 skill points is nice. but that's your market.. it's pretty narrow.
you'll still get 200-300 for it tho off a rich person that wants a varied jewelry box - that's a much wider market.
