Depending on wpn speed need max swing at 60 stamina.

katana sc-1, 38 fireball, 25 ssi, 12 hci
katana sc-1, 42 fireball, 20 ssi, 100% cold damage
katana sc-1, 48 lightning, 25 ssi, 10% fire 90% cold damage
katana sc-0, 34 fireball, 13 poison resist
you're on 1.5 swing with 60 stam and 15 ssi, but you need 90 stam and 20 ssi for 1.25 swing
oh sorry i missed the dci you wanted, you know that's like 5 mods you are asking for?
