Perfect would have higher LRC and SDI imo.
That does not look worth much to me, maybe a mil or two at most, if someone really need extra skill point with discord.

A lot of wizards, discor. They use taming. And it helps you to have 14 extra skill 
and if you include lrc. It's not the best but it's very very good.
